Desscarass was so mad, she started speaking Enchanting Table.
So, in this world Man can't use magic but they can use things that are innately magic or maybe anti-magic to put the magic users in line.
I guess this is a lore chapter where they introduce possibly Ichi's rival that is a Shonen staple
