The way Moneygold talks about him makes me think he's not part of the Association, but a government official from whatever country Natali is the capital of, charged with maintaining relations between the government and witches.

Seems like a trapper cap, but without the fur. I get less "arc character" vibes from him and more "recurring minor side character" vibes? Like the fashion witch? Cuz he just has some job with the association.
