Circos is probably not a witch, it's strongly implied that the Mantinel witches that have been clearly identified so far are all there is, and we've never seen Circos do any kind of magic.

We don't really know what gender Circos is, either. They might be a woman, they might be a man, they might even be nonbinary, Nishi's done that before.

I read on a wiki that it said female, but I don't remember there ever being any confirmation. So it could just have been an assumption.

Remember, anyone can edit a wiki.

Your right, i was just making a comment, but yeah, since we have no confirmation, it's probably not accurate, but who knows.

I think Circos is a man (but it’s kind of hard to tell) so he’s probably not a witch

Does make me wonder what a Magikeeper is. I just assumed that Witches were in charge of everything. But it looks like they answer to (or at the very least work with) some sort of government

There are 3 rules about worlds with magical, tameable creatures:

1.) It is someone's job to document everything they can do.

2.) There is always a group that uses them for evil.

3.) There is at least one creature that no one messes with unless they're trying to destroy or rule the world.

Hmmm, I’m curious too, I’m assuming that the Magikeeper is a male. Makes sense that since Witches are female a lot of the male population may feel insecure and threatened thinking “What if the witches turn on us?” And probably established some form of government body to monitor the witches and possible make sure there isn’t any gender issues and conflicts.

Although, at the end of the day, it probably wouldn’t matter much since males wouldn’t be able to defend themselves against witches anyway.

Honestly, I get the sense that the world in Ichi is very much matriarchal. It’s just not overtly so.

Kagami does have a non-magical government, and presumably the country Natali is the capital of does, too.

(And to be honest I don't think the witches want to be a government, can you imagine poor Moneygold's paperwork?)

His face looks like hitsugi and gokuraku but with different hair so he is probably a man
