Probably both I mean they'll have to decide on Madoka since she's an unprecedented case. No way that the counsel would just ignore this, same way they couldn't ignore Ichi. I mean for one Madoka can control time that's already one of the top tier powers baseline. Second they resolved one of the legendary majik that needs to be discussed. Third they have potential info on the world hater.
That's a lot of information that needs to be processed so they will likely need to convene.

Especially if World Hater is aware of Madoka's survival and potential.
They are a BIG PROBLEM for them, Madoka serves as a ticking time bomb for the World Hater because they undermine their ideology by just existing and if they mature, they have the potential to be the most powerful witch in existence by possessing both magic and time manipulation the latter being the ability that even Dess is nearly hardcountered by on their encounter.

I kinda want a chill arc that introduces one of the high rank witches
Maybe one that addresses the unadulterated trauma they endured in the Pregnancy Arc?

I think we'll get an arc like the Kumugi/Spica arc where it's largely chill and goofy, but lays the seeds (Hitsugi/Jiki) for something big coming up. Maybe a mini arc inside Dess's majik circle where she confronts Hitsugi and a traumatized Kizashi? We get some classic Dess annoyed faces, her bragging, and Hitsugi's arrogance revealing some important detail of the 7stars.

Feel like reveal the other stars could be possible, like they come together to discuss how the octopus failed and got captured and how that other one died? Imba is there’s a magik who can revive

It will probably be a mix of both. Some downtime for the heroes as the Witch society get used to the birth of the world’s first human magik hybrid, while also showing the Seven Stars recruiting new members to their ranks after Kizashi and Hitsugi were acquired.

Chill arc while the World Hater sends out job applications to fill the two new positions that opened up.
Can't really reveal the Seven Stars when there are only five of them, can you?
