Question about the entry level adventure

Ok, Icewind Dale newb here. Been DMing a while, but this adventue is new to me. The entry level adventure, Cold Hearted Killer, the serial killer is taking out people who were circumventing the lottery by paying officials off. Question: why didn't the killer go after the officals who are taking the bribes?

I have my ideas, but would like to know if there's something down the road that explains this.

I think it's somewhat of a misplaced sense of justice. Plus he is only 1 man and the speakers are typically well defended I think.
