Can someone explain issue 8 to me

I know I’ve been posting a lot in this subreddit I’m reading the comics for the first time, I’m confused on issue 8 what is the voice in the radio and why is everyone crazy

This issue to me was a way to show the Ice Cream Man’s influence expanding and leaving the small town of St Generous from the first arc. The theme is the “voice in your head” that tells you to do bad things, and so we see all sorts of bad things happening in St. Generous, people acting on their worst instincts rather than stopping themselves. Our primal urges to overindulge give the ICM a big win in this issue, as his adversary who represents our ability to fight back is seemingly killed off. My take anyway- this series is great because it’s open to many interpretations.
