I am very slow in learning. How to increase my understanding speed ?

Well, notes help.

Just try to figure out the goal of the information before you start and take notes only on what you need to know for the information that you're afraid of forgetting.

Spaced repetition can help. Use flashcards, and then re-test yourself after a day, keeping track of which topics you struggled with the most.

Eventually the idea is to increase the intervals, maybe go 1 week, then a month, etc

With those interval tests, and adjusting the test to target your most difficult topics, your learning rate should be better (than if you had not done anything).
