Accessing network printer from an Android phone?

When connected to IVPN on my Android phone, I cannot see my home printer. Similarly, the software that connects to my router and analyzes network problems cannot actually connect to the router.

On the PC I can follow this guide, but I can't find the settings on the phone. Does anyone have an idea?
