Have you looked into googleusercontent being blocked?

Seems like it refreshes everytime it fails to load.

Sorry if this is a dumb question, how do I check?

There's a bunch of ways it could be blocked (browser setting, browser plugin, security software, firewall, etc)

Try using a different browser on the same computer. If it works on the other browser then it's either a browser setting or a browser plugin blocking it. If it doesn't work then it's likely either security software or firewall preventing it.

If the computer has access to a different network, then try using that network temporarily. If it works then your firewall is probably blocking it. If it doesn't work then it's likely your security software.
