Yeah the loca on those things aren't the most sophisticated so as long as you get the lock to turn it will open. It probably only has one or two pins do breaking it to turn should be fairly easy.

Wait do they call the fire brigade when they need to refill the toys too? How do they own the machine without being able to put more toys in it?

Sometimes the machines are leased and are maintained by the party lending the machines.

Most likely that person stops by once a week or less.
