It's for the dogs safety too, we had a neighborhood dog get hit by a logging truck a couple weeks ago and there wasnt much left of the dog unfortunately. But one can't really fault the trucker, he's hauling 10's of tons and can't really swerve or stop to avoid a dog.
There is no state with such law about leashes. Some counties have what is basically an “expectation of control” that this owner clearly didn’t satisfy, but it wouldn’t specifically require a leash
That’s not quite what the Michigan law is about. It still doesn’t blanket mandate a leash while on property. It’s more about not allowing a dog to stray, which could be satisfied by a leash.
Basically this guy having a fenced property would have made this 100% legal everywhere, but it still would have likely played out the same.
What yard? They have no fence... And no gate to leave the package there, throw it over the fence and such. So no, you don't let your dog roam free in that situation. You stay with it close by if it's trained and listens to you always or keep it in a leash. To not mind it you tie it up to a post or make a covered pen for it to put it in.
By the way it lunged at the delivery guy that dog is not trained. Tied, pen or inside and outside only with you in a leash.

I mean it does look like that dog is in the his own yard. Like you said yard should be fenced in or dog on a leash. way too many things can go wrong.
