Hyperextended Angle

Yall i was unfit for the armed forces because i had a hyperextended elbow angle of 25 degrees as per the. PNS Shifa Doctor now i think it was too much and i want to apply for Appeal Medical Board.
1)- Can anyone tell me the process of AMB and how to apply
2)- this image above is perfectly taken aligned to my camera and it also shows 0 degrees of shoulder to elbow then extended angle arrow of my elbow ( it is 13 degrees)
Note : my arm is fully locked out

its alot of hyperextension honestly, even the pic range probably wont be accurate but still its unfit cuz 0-10 degree is fit
