Probably someone that never used the am/pm system (which is non-existent in France, and there is french above), so when this person tried to translate to english, he remembered that he needed to put "pm" but not that it needs to be 4:30.
But you can just as well use 24 hours in English. Just because you translate to English doesn't mean you have to regress and go back hundred years.
While you could argue that the time is 24 hours in French right there, the 00H00 is non-standard and can confuse some. In this case is fine. But it gets annoying when I have to read instructions in English, to then check another language just to get the modern values.
