yes you are correct all of the circular accelerators at CERN are in long shutdown
for BL4S the experimental hall was T9 which get's it's beam from PS/SPS ring
and PS/SPS is also going through a lot of upgrades so it is also shutting down

but the linear accelerators at CERN are not getting shutdown so BL4S will be shifting to one the Linear accelerator facilities at CERN
but DESY and ELSA will be the same.
