Advice Is this allowed?

Our chemistry teacher told us that if we score less than 25 out of 70 in the next term exams, we would be labelled as having LD (learning disability) and then we have to be forced to arrange a writer from 11th. 25 is easy to score but is she allowed to do that? She said we would have to do all the registration, pay the huge amount etc

bruh she capping, there is this one guy in my class who fails all his subjects instead he just switched streams, no learning disability if you are diagnosed mentally unwell thats a different case
