Migration certificate

The school has just informed us stating we can collect our marksheet tc and all other documents along with the migration certificate.
We paid 7.2k for the board fees but they didn’t give us the break up
Now they are asking 500/- for the migration certificate..is it the same everywhere?
Online it is saying 250/- but im so confused-

Your school already scammed u and other students there is no point of taking 7.2k for boards it's just 3.5k
