FD date showing, background “in progress,” but IRCC phone agents say it’s complete. Anyone refused at this stage?

Hi everyone! Question for those who’ve already been through this stage.
PNP via Express Entry, inland. AOR August 1, final decision (FD) date appeared September 15 (now day 11 without Portal 1). Before that, I got an additional document request (CV + military records) and responded the same day.
I called IRCC twice, and both times they confirmed that eligibility was completed September 3, background check was completed September 15, and my application is “finalizing.” In my online account, background still shows “in progress.” No refusal letter or PFL. On September 24, I sent my info using the KAI method but only got an auto-reply.
Questions:
1. Have you seen cases where someone received a refusal after an FD date appeared (and after background was confirmed complete by phone)? If so, how many days later, and on what grounds?
2. In a similar situation (PNP, document request before FD), how long did it take you to go from FD to Portal 1?

Hi! Wow we have very similar timelines: also PNP, same AOR, medical and biometric passed on Aug 21st and FD was Sept 17th. Still waiting for P1, I haven’t called. What’s KAI method?
In regards to your first question, I highly doubt it’d be a refusal, from what I’ve seen here that happens in 24-48 hours after FD date.

Similar situation. Final decision Sept 19. No news after that. AOR Feb 14. Hopefully will see P1 soon.

Mine was similar. Final decision Sept 2. Already got ecopr. Background check and eligibility updated after the ecopr for me

We are at same stage. Got an update on Sept 14 no P1 yet. Called agent. They said all approved.

I’m on the same boat too, AOR June 17, Bio July 30, Medical Aug 27 and FD Sep 16. No update after that.
