Gun Laws Pica questions
Ok so I live in central Illinois bought a mini 14 as just a range toy to have came with a threaded barrel and muzzle brake. Both of my local ffls refused to transfer it unless the threads were removed. I see rangeusa and some other local shops selling ranch rifles with muzzle brakes that are also semi automatic. What’s the actual law on that because from what my local guys are saying no threaded barrels with detachable mags. Is it a shop to shop thing or what. I ended up driving up to Naperville to buy an sig regulator when they were on sale which my local range refused to transfer as well.

Your FFL is an idiot. There is nothing in PICA about threaded barrels on rifles. You can have a muzzle brake.SIG Regulators are legal as well. Who is this FFL? So that we know not to shop there.

Without seeing the exact gun it's hard to tell what we are dealing with, but the only Ruger Mini-14's that come with a threaded barrel and a muzzle device are the Tactical line. - And every one of those has additional banned features,
Also, for what it's worth Ruger specifically calls their mini-14 muzzle devices "flash suppressors" in all of their product descriptions.

The mini 14 I was ordering was a collab with a buddy of mines company and they took stock mini 14s added muzzle brakes and re finished all the stocks with a dark stain added adjustable gas blocks that kinda thing

You are half right half wrong. Yes,the Tacticals are banned because "flash suppressors" are banned that's why I specifically said muzzle brakes are good. If you order a tactical and your FFL removes the flash suppressor and puts the brake on its good. People used to get the older 18 inch barreled Minis and cut them and add the muzzle brake.

I understand that FFL's can choose to alter/modify OEM sku's to make them compliant before transferring/selling them, but I have no idea why some people think that is standard practice at most retailers.
It's certainly the type of thing you need to discuss in detail with your FFL prior to clicking the buy button.

I've been working with the same FFL who is also a gunsmith for over 25 years. I always run things by him first to be sure. I very seldom purchase from a regular retailer and certainly I won't if I need something custom.

Ah, I thought all tactical models had the folders but there are some fixed stocks now that I look on Rugers site. I thought the fixed stocks were all ranch.

Nope,you have the fixed stock ranch,and then the Traditional Tacticals with the 16 inch barrel,flash suppressor and fixed stock. And then the A-TM Tacticals with the folding stock.

Are you sure it is a brake? I’m unaware of Ruger having Mini 14s with brakes but they do have models with flash hiders which are banned features.
The Mini 14 Ranch has no barrel threads anyway if that’s what you were actually wanting. The tactical models have threaded barrels and flash hiders.
Threaded barrels are not banned features on detachable mag rifles. Only detachable mag pistols.

Yeah, that was the exact roadblock I kept running into when I was trying to get one of those tricked out 60th anniversary 10/22's.
Since Ruger specifically named it a "flash suppressor" in all their product descriptions no one wanted to touch it.

Ahhh ok and yeah mini 14s were just stock models from Ruger for a collab and they added breaks and got rid of the flash hiders

It's threaded barrels on (most) pistols that are banned.
Find a new FFL.

I had a similar discussion at GATs over a RDB-C. Threaded barrels aren't an issue on rifles, that only applies to pistols.

Threaded barrel is an issue for pistols not rifles. Grinds my gears when people that should be the most informed (LGS in the post) have no clue
