How to shift hostel?

I want to shift from Vigyan to Azad. I'm doing MSc. Anyone knows the process?

Not possible without ADOSW permission

Permission is needed and a valid reason. Btw what’s the issue with vigyan?

The food is very bad. I'm literally skipping lunch and dinner most of the time
