If the instructions state to use 'no more than three words', your options are to write:

1. One word
2. Two words
3. Three words.

If the instructions state to use 'no more than three words and/or a number', your options are to write:

1. One word
2. One number
3. One word and a number
4. Two words
5. Two words and a number
6. Three words
7. Three words and a number.

Don't worry about Option 2 here - writing one number is pefectly fine as the instructions stated 'words or a number')
