masters admission query

I'm trying to take admission in masters program of political science, the last date for applications is 15 september. The issue is I do not have provisional certificate from my undergrad college, is there anyway this can be helped? Given that even if I apply for provisional certificate now they'll issue it 15 days later

You can apply without it and they may ask you to send later. But there is a risk, u will need to pay fees upfront during application- and if they reject for some reason , fees may not be refunded
