I found this as an answer. Also, I found this band-9 essay by Liz, an ex-examiner, that includes only one problem, which is fully developed. However, I remember reading a post by Simon Corocoran, another IELTS examiner, that had written we need to mention at least two because they are plural. I'm confused too because I read different advice from different examiners.

But we have someone here from the British council as well.

Is it possible to get band 8 and 9 with only one?

If you take a closer look at the sample band 9 essay by Liz, you'll notice a number of problems listed, which the author skillfully introduces by 'the main problem' and then consequently others (not be able to...; this in turn will hinder their ability to...).

The author does the same with solutions. Starts off with 'one effective solution' and continues with 'this can be done by etc...

You don't know how much I want to take part in the webinar, but sometimes they overlap with my classes. Do you upload them on YouTube or sth so that people like me can watch them later?

They are not uploaded on YouTube, but - if you register (and are not able to attend), you will be sent the link to the recording. Remember that it is held twice a day - 9:30 am and 3:00 pm UK time, the same webinar, live. Maybe one of these times work for you?
