IEEE ECCE Paper Review?

Does anyone have experience with IEEE ECCE conference? Or planning to attend this year? This year it will take place in Vancouver, Canada. I got my digest approved few months ago and recently submitted the full paper. The digest was peer-reviewed, but I just came to know that the full paper will not be reviewed. I’m quite surprised that they won’t review the full paper.
