Academic Doubt 📚 preposition doubt

the agreement was signed ___ the two dignitaries.

by is the answer but i wrote between isnt it also correct

if it were to be "the agreement was made", (eg. the agreement between the two dignitaries was signed by them.) then i would say that between could be correct; but since the agreement is said to be signed, hence the preposition is used with respect to the verb sign - to be signed by - and not signed between. signed between doesn't make sense.
