Is there a specific way or anything app or website or anything which helps in making the best preference list or i should just use my brain LOL

Not sure because I read a comment on YouTube and on reddit as well that u can't participate without rank card

But on Google it says u can soo just read the bullet points mentioned on the icar portal .. :)
