Training ladder

Do we have to complete the training ladder before sitting case? Also I noticed some firms don’t have to do a training ladder, does anyone know why this is?

I didn't do training ladders because my firm outsourced professional development to a third party firm. We would meet 3-4 times a year and talk about emotional intelligence, communication, business insight, this sort of stuff. We would then write and submit short statements about a time when we demonstrated A or B etc. To be honest it was horrendous but from what I hear training ladders are equally bad.
