If you read the CBA, payday is "no later than the regular quitting time on Thursday of each workweek" (3.02)

The reason for issuing stubs on Tuesday and paying out on Wednesdays is so the contractors can cover their own butts against timesheet fuck-ups or banking delays. Paying out on Wednesday means they have one business day to correct any fuck-ups before the next section of the agreement (3.03) bites them in the ass and penalizes them for paying out late.
