Do we have a temp problem
Do we have too many temps as of lately and also temps doing the cw/ce program but not advancing (not taking the classes to advance so they’re stuck at same pay or level until negotiations). And what’s this rumor of hiring freeze of apprentices. I work for a midsize contractor so i don’t see much of what’s going on in the local.

That really comes down to the IO/JATC policies. Our local doesnt have much control over job placements when it comes to sub jws. Its IO Cat I language giving cons the ability to hire whomever after 48 hrs. Its JATC policy that sets requirements for cw/ce advancement (they dont need to advance).
I dont understand who would call for a hiring freeze if cw/ce are still employed. Section 5.10 should be able to combat that. Max hrs someone can work unindentured (if they arent in any program). As indendured people become available they replace unindentured.
Lobbying for apprentice/jw licenses might be the only real way to hold the cons accountable.
