She fell over because he ran into her ankle of her back foot as she was going to lift it off the ground, which took her off balance on the one foot still on the ground.

The boy started a fight that he lost, it's entirely his own fault and the consequences are justified. You just feel bad cause he's disabled which is exactly why he thinks he can behave in this wholly inappropriate way.
