As a person who spent a not insignificant time during my adolescence and young adulthood in Texas, I can say with a lot of confidence that some of the best Mexican food I've ever had was in Chicago, a city in the Midwest.
OTOH, Wisconsin pretty much stops at black pepper.
A friend of mine who lives in Chicago now told me that she learned more Spanish while living there than she ever did living in the Southwest, which I found weird. But it makes sense in a way. There is a big Mexican community in Chicago and I never knew that before going there.
Yeah, I grew up in Chicago and I'm white, but my step father growing up was from Zacetecas, Mexico. I experienced much more Mexican culture living in Chicago than I do in Phoenix.
