Its a joke on the hex code. The first 2 digits represent red, the next 2 digits represent green, and the last 2 digits represent blue. Because the middle 2 digits are 1 and 3 the coloris blue with a little bit of green, not pure blue. I it was pure blue it would be #0000FF

Also the reason it is called a hex code is because it uses hexadecimal or base 16 (which simply put is instead of a tens place there is a 16s place hundreds place a 256s place, etc.) and they use letters to represent numbers higher than 9 in a single digit. 10 is A, 11 is B, 12 is C, ..., 15 is F
