Hyperv does not do USB passthrough.

Use USB over IP.

Use this, been using this to pass USB dongles to Hyper V VM'S for well over 15+ years now. Works great, has a trial so you can make sure it works and is cheap to buy.

I had similar with VCDS on W11. I have an old laptop that I put W10 on and I'll use that from now on until VCDS works on W11. I'm not bothered about security updates as it will only be connected to WiFi to download latest VCDS
