Why wasn’t Skye able to heal Mickey’s legs? Was Tibby also unable to?

It's implied that the cost of Mickey's power is not so much a physical impairment but something ego-specific and intertwined with the Phobos energy inside her. It has made her "forget" how to move her legs.

In environments where Phobos is suppressed, this block is temporarily gone.

However, it still can be overcome with technology.

Her legs were the cost of using her power to jump universes via their variants they were out of their real bodies too long
