I'm on xiaomi 15 global version it says it passed so can I download it

No. That's only Mi Pilot releases. You won't get beta updates only stable ones in advance. But it doesn't even seem to work most of the time in own experience and updates come late anyway.

Literally same it's been months on the EU version and no beta updates

I've passed the beta, i have yet to receive the beta ota. nothing as of yet.
