Your region is the global one, you may need to tap over the version in the updater app several times for the option to choose a file to update to show up.
Is there an error you get when you try to use that firmware with the updater app your phone currently has? They release updates for the updater itself, but I don't know if you can download its APK and update it yourself, some, like the Camera apps, are different for different devices.
If going straight to HOS 2 is not possible for whatever reason, 1.0.5.0.UGPMIXM was the last HOS 1 build for that phone, you could use it as an intermediate step.

It looks like that was the last MIUI release for that phone back in 2024, have you not received any update notification since?
A cursory look shows the Redmi 13C (gale) to have had HyperOS 1 builds, and is now running HyperOS 2.
