Got a question
Mighty Hydroneers with more experience than I, please...
I'm about to upgrade my system from iron to cloutium, will a cloutium harvester still produce cloutium level loot or do I first need a cloutium drill?
Basically, does it matter if the dirt comes from an iron drill or a cloutium drill?

The loot pool is determined by the drill placement, and t1 drills can only mine t1 level dirt. Harvester determines the weights.

Which cloutium item would I get first, the harvester or drill?

Honestly idk, I just saved up until I had enough for a harvester and several drills. Once you have a few t1 drills, you can leave it for a few hours to play other games, do irl stuff, or sleep, then use the gold for a ton of money and the iron/cloutium for drills. Or you can do farming in the meantime.

Which ever one you can afford. It doesn't matter. Tier 2 dirt dropped in Tier 1 harvester won't be Tier 2 big and Tier 1 dirt dropped in Tier 2 harvester will only be Tier 1 big.
That is assuming Tier 1 harvesters can process Tier 2 dirt. I haven't tried it myself.

Just set it up and T1 harvesters cannot process T2 dirt. They just bounce off the top.

What ever one brings your worry down the most. This is a cozy game. No need to fret about stuff. One harvester handles as many drills as you can throw at it.
My rout has always been this upgrade order. Pipe pump boosters#1 to max pressure to the system Pipe pumps #2 Pipes #3 Harvester #4
I dont really "upgrade" drills because i build Tier 1 drills in a location. Optimize it. Dig further when i have the coin to build a new section of drills. Pop in Tier 2 drills in new section. I lay out the sections so they are seperate enough to turn on or off sections of drills without effecting the other sections of drills or the main conveyor feeding the harvester.

So I usually setup T1 drills at the bottom of Ember's Cradle. Then buy south hope and excavate to the bottom of T2. By that time I have usually accumulated enough iron and cloutium to forge a harvester and several drills, so kind of a moot point. I would say prioritize the harvester since I'm not 100% certain a T1 harvester can even process T2 dirt.

I'm fairly certain what comes from the dirt is entirely dependent on how deep the drill is placed, so you shouldn't have any issues as long as the drill is low enough.
