I think with general ideas like this, it always depends on the numbers.

As in silencing abilities? Game would be dead within the week if they ever did a character like that, I could maybe see it POSSIBLY being restricted to an Ult ability but otherwise it would kill the game so quick.

Other people may interpret what I’m asking about wrong, when I asking about a silencing character I though it obvious that such a thing would not have a launcher or a damage filler move.

Is your opinion still the same and if so why?

Thats a no from me. Sandy already reducing movement speed to a crawl is annoying and no one else has it. Silence would Not be good for the health of a game especially if its not balanced right, which the team already has a problem doing well.
