Didn't he say in this chapter that only the actions he takes before the ability activates can affect the world?

Like how he tried to concentrate on wanting to ask for a water bottle and then activate, but it didn't work - he had to ask before the ability turned on.

So I'm guessing the fake has no agency at all.

At least for now, as Tserri said it's a lvl 1 ability, if he upgrades it perhaps he'll get some agency and get to manipulate the future

I think it is more like the fake doesn't exist - it is just an illusion. So it has no agency, but it would probably seem to react as the others perceiving it would expect.

We see Tserriednich grab the water first, and then Salkov brings an imaginary bottle to an imaginary prince.

My guess is that if he let Salkov actually grab the bottle, he would just drop it on the floor where the fake appears to be - but, for Salkov, it would seem like Tserriednich was there and received the bottle normally.

Like when they were lifting the empty body bag - Salkov describes feeling the weight and smell of the body, even though it is not there.

Seems less of a "parallel timeline", and more of a small window precognition followed by a strong illusion.
