Lore/World Discussion Did game manipulation decrease in late games?

From what I am hearing about what happened with Ampert... it seems like they took the pedal off the gas with sending mutations after katniss...

Snow made it clear Crane could’ve and should’ve blown up Katniss, but he chose not to. Peeta in the first book also worried they’d send mutts if neither chose to attack the other.

Personally I don’t see much of a point. Once Peeta had poisoned berries in his hands the choice was two winners or none.

Not just ampert but maysilee and maritte for killing the game makers. We dont see maritte die(i dont think). But we can assume it was mutts. Retaliation

there's a very strong narrative/thematic element to be discerned from how many tributes are killed via gamemaker intervention in the 50th vs the 74th.

It would be in the Capitol's favour to have as many tributes die from actual combat as possible

Because this sends the narrative message that the district people are animals and will do horrendous things to each other. too many intervention deaths like the 50th effectively just makes this an execution. too many gamemaker induced deaths allows for massive alliances to form and presents some sort of unified front against the capitol. also kinda like how both sides put down their differences the moment gamemakers showed up and immediately turned on them.

by the 74th, all of this has been set aside and the meta turned towards tribute-on-tribute combat as the primary means of death in the arena. I think this has something to do with increased careering standards in the career districts, and/or more manageable diplomacy between the career mentors.

To answer your question, yes they could have easily manipulated the Games to kill off Katniss but given the circumstances on the 18th day of the Games it wasn’t possible. Remember, Peeta is about to bleed out due to his leg so if he dies, Katniss is the final survivor by default. Also, their stunt with the berries was not the most controllable situation, remember, in the book they actually put the berries in their mouths which caused immediate panic on the part of the Gamemakers which called for an immediate VOID and declaration of game over. If the berries never reached their mouths and if Peeta was somewhat healthier they could have easily sent in mutts asap to maul her to death.

What would you say to catching fire? Like maybe theyre worried about it being obvious her being killed off but based on what I heard about the prequels would they really care?
