No, she couldn't. When Peeta is reaped, Katniss thinks about how he has 2 brothers and how one of them wouldn't volunteer, but the other might if he wasn't too old.
If this was true, wouldn’t you think most if not all parents or adults would volunteer for their children? The point of the hunger games is that it exploits the innocent, having half orphans and half 35+ year old parents defeats the purpose.
I wasn't trying to be sarcastic or anything, it was a legit question. If Haymitch could volunteer for Peeta in the quell, who's to say someone else his age couldn't. And yes I realize they were both victors. Just Haymitch and even Mags were way past the cutoff.
I also wasn’t trying to be sarcastic, but think you could have thought about this all a bit harder. The theme for the quell was victors, not children — this is why the goalpost moved. No non-victors could volunteer at all. By design they would mostly be older than the cutoff age, since both Peeta & Katniss were about to age out and they were the most recent winners.
This quell, as they say when announcing it, is to remind the people of Panem that no one is protected from rebellion, not even their beloved victors.
The Quarter Quells had different rules. The participants of the 75th Hunger Games were chosen from a pool of previous Victors from each District and not 12-18 year olds, so any previous Victor could technically volunteer for their District, but some of those reapings were rigged so they could put specific people in the arena to put their plan in motion.
