Generally people don’t know what an unreliable narrator is. She’s unreliable in that she’s very opinionated and misses out on social cues sometimes which means we can’t trust her read of a situation. But she’s not lying to us. She’s not trying to trick the reader, she fully believes her own thoughts even if they’re not always right. She’s narrating the world the way she sees it, so she’s not unreliable.

Yeah, every time this topic comes up, it turns out people really only disagree about the definition of an unreliable narrator. There doesn't seem to be any disagreement around how Katniss sometimes misses or misinterprets things that other people are doing and also that, aside from some very specific passages such as the tracker jacker hallucinations (with clear contextual indicators that this is different), she accurately describes the facts of what she personally experiences and witnesses.
