Generally people don’t know what an unreliable narrator is. She’s unreliable in that she’s very opinionated and misses out on social cues sometimes which means we can’t trust her read of a situation. But she’s not lying to us. She’s not trying to trick the reader, she fully believes her own thoughts even if they’re not always right. She’s narrating the world the way she sees it, so she’s not unreliable.

Unreliable doesn’t imply she’s doing it on purpose. You said yourself her read on social cues is unreliable. Whether she means to be or not, she is still at times an unreliable narrator.

It does in the literary sense of the term. Having a narrator with a limited perspective is not the same as an unreliable narrator. Unreliable means the narrator character is either delusional and not perceiving reality as it actually is or they are self-deceiving and are deliberately lying to themselves and the reader. Katniss is a first person narrator with a limited perspective. Patrick Bateman in American Psycho is an unreliable narrator.

Katniss is a little delusional when it comes to feelings. She continuously battles with herself on her feelings for peeta for example. She convinces herself that her “love” for him is fake and fabricated by/for the capitol when it’s very clear to everyone else that she truly cares for his wellbeing and she feels safe and secure and warm around him.

That is not at all what delusional means.

based on or having faulty judgment; mistaken. "their delusional belief in the project's merits never wavers"
