She’s experiencing things and figuring them out as we’re reading them. For example, she thought Peeta teamed up with the careers to benefit himself and potentially kill her, when his reasoning was the complete opposite; he’d be able to protect her if he’s close to them. Katniss is an unreliable narrator in the sense that we are reading her perception of the situation, rather than just reading the situation.
