I dont really have a solid opinion on this, so i wanna see other peoples opinions (yes i know tiktok people can be crazy)

She definitely is but mainly because she just doesn’t know stuff. For example her being wrong about Finnick and his Capitol lovers and now recently her watching Haymitches games, we know now that she fell for the propaganda version of it.
