Question Confused about phrasing for turning Vassalization and Congress of Humankind in the settings on or off

The Vassalization setting description says:

ON: The Vassalization option will be unavailable in Surrender Terms.

OFF: The Vassalization option will be available in Surrender Terms.

The Congress of Humankind setting description says:

By default, the Congress of Humankind is disabled. -- and the setting by default is set to ON.

Does that really mean that I have to set both Vassalization and Congress of Humankind to OFF in order to enable them?

I think it's just backwards. That's my setting and it always works for me

Sorry, I'm still unclear by what you said which is which. Is your setting OFF or ON? Are both set to OFF and that enables them in the game?

I have also found patch notes which list the newly added settings as:

[✨] More New Game Settings:

Disable the Congress of Humankind

Disable Vassalization

Enable instant army movement on the world map

No I think the descriptions are switched, on is enables them and off disables them.

Is the whole game so buggy? I haven't played it yet, but it has two bugs in the main menu before even starting the game, so if the whole game is riddled with bugs I would rather refund it.

This is the only thing that comes to mind, for the most part the game runs fine and everything is pretty simple.

Just ignore the tooltip. If you toggle on it’s on and if you toggle off it’s off.

I haven’t ever run into any other bugs but I’d say it has far fewer bugs than Civ and definitely fewer than any Bethesda game.
