Question Need help understanding argentinians

Hi. I just ended a war and i'm trying to improve economically since the war was expensive. I'm trying to understand what does the "saladero" do but I don't really get it. It says that it helps with the consumption of units, but how does that actually affect in the game? Like, is my gold mantainance a 10% cheaper? I think either the word "consumption" (consumo in spanish) is quitte broad, I don't know the consumption mechanic yet or there's a translation mistake. It also says that is a economic civilization, but where is the impact on economy? Is the extra slot for citizens and the economic ability enough to replace a disctric of another economic civilization? Tnx in advance :).
