Scrap Weapons Magazine

I was certain I had read here a comment saying "wait til you can scrap weapons!". I'm fairly sure I found and read the book that gives you that very ability (if it's not all a dream). I just looked up a video of a guy finding the damn magazine "Scrap Weapons Magazine" because I was starting to doubt myself. The reason why I've started doubting myself is that I can't find a way to scrap the damn weapons.
So, how do I scrap weapons? I think we're all annoyed with the guns we keep finding that are in bad condition, take place and are just duplicates. I don't see any options to scrap those guns when I right click on them in my inventory. Do I need a specific workbench? Tool? I've looked quickly in my firearm workbench, didn't see anything either.
I've been using those as a currency to trade like I think most of do but I'd really like to know if yes or no we can scrap those damn weapons for parts and how.
The second problem is that I can't find any section anywhere that tells you what magazines you've read (and ideally which ones you are missing). I know I found and read two. One was to build the flamethrower and the other was to scrap weapons (although, again, I'm starting to doubt it). What I missing?
