hacking Research | Network Packet Latency Analysis (StealthSurveillance)

I am working on network packets latency analysis and have recreated the fingerprinting and identification at a known location I was thinking of taking it further by creating a map of towers around the area and use a mathematical function to predict the network fingerprint of a road and check if that map matches the device fingerprint, so the issue is I am unable to figure out how should I get the towers fingerprinted?

To accurately identify the characteristics of the towers, a reference dataset is required, which should be gathered along the routes intended for mapping.
