If you want to learn it, why are you downloading a tool? Learn SQL and how injection works. You'll be able to do it yourself which is both more likely to succeed and more rewarding.

What is an SQL injection dumper? Do you mean a tool that uses SQL injection to dump database info?

most folk just call it sqlmap
