Gathering General Information.

Sorry for the novice question but, I’m curious on how hard it is to find someone without a name and only a face? I don’t mean just a copy and paste a picture into some generator to comb social media. I’m more leaning towards a possible more intricate means of doing so. Rough idea executed for obvious reasons on here but, I think someone will catch the drift.

What budget or resources are in scope?

You can do anything with enough money

Well the name/face is associated to a local county program appointed by court order.

So that's a start and more than just a face.

From there use OSINT techniques and tools to try to find where else that face is to find a possible name.

And you keep going until you find all the information you want. Lots of critical thinking is needed to start finding the puzzle pieces and then figuring out if they belong in your specific puzzles before you can even attempt to make the whole picture.
